Does the "Wall" Memo Reveal a Link to the April 2005 OKC Bombing and Foreign Terrorists/States?

When the Gorelick Wall Memo written in March of 1995 was revealed during the 9/11 Commission hearings, the focus was on its effect in compartmentalizing intelligence sharing between the DOJ and the Intelligence Agencies.

But what does the memo reveal regarding intelligence already gathered in March of 1995?

"During the course of those investigations significant counterintelligence information has been developed related to the activities and plans of agents of foreign powers operating in this country and overseas, including previously unknown connections between separate terrorist groups."

"...it has become overwhelmingly apparent that there is a compelling need to further develop and expand that foreign counterintelligence information. Consequently, the FBI has initiated a separate full field counterintelligence investigation."
"...the primary purpose of the counter-intelligence investigation will be to collect foreign counterintelligence information."

"The focus of the Foreign Counterintelligence (FCI) investigation will be on preventing future terrorist acts and obtaining foreign counterintelligence information about the individuals and groups engaging in, or preparing to engage in, terrorist activities in the United States and abroad.
"

The month after the memo was written, The Murrah Federal Building in Oklahoma City was destroyed in a terrorist attack on April 19, 1995. Investigative Reporter Jayna Davis has compiled sworn witness statements that link Timothy McVeigh to men of Middle Eastern background.

If the timing of the two separate events is mere coincidence, then what prompted then Deputy Attorney General Gorelick to assert the month before the OKC attack that "there is a compelling need to further develop and expand that foreign counterintelligence information" which specifically resulted in the creation of a "separate full field counterintelligence investigation" whose "primary purpose" was "on preventing future terrorist acts" by "individuals and groups engaging in, or preparing to engage in, terrorist activities in the United States and abroad"?
